Any Member of Congress who voted against the EPA Regulatory
Relief Act (H. R. 2250 or S. 1392) demonstrated not only good sense but a
unique independence in the face of an orchestrated campaign by entities with NO
interest in, as the NRSC terms it, “sensible, achievable rules that do not
destroy jobs.”  In fact, the Industrial
Boiler MACT rules that were the target of H. R. 2250 and S. 1392 are achievable
by real-world boilers (ask the American Boiler Manufacturers Association), are
affordable for the relatively small numbers of entities affected by the rules,
and can be implemented well within time limits set by EPA and the Clean Air
Act.  Regrettably, The NRSC inartfully and repetitiously deals more
in the talking points of others more interested in delaying or eviscerating pending
environmental rules than in reality or fact. 
The NRSC uses and continues to perpetuate statistics that are the product of
flawed and disingenuous industry-sponsored studies – studies that the
Congressional Research Service says hold little credence.  The Industrial Boiler MACT rules will
generate jobs in the boiler and combustion equipment manufacturing industry all
across America and in allied industries charged with helping those small
numbers of boiler owners affected comply with rules that are reasonable and
that are the product of a decade-long stakeholder review rule-setting
process.  What’s more important:  pugnacious, knee-jerk, doctrinaire approaches
to real problems (as evidenced above by the NRSC) or thoughtful, well-researched,
fact-based action in Congress to not only protect and generate jobs but use
care with the environment and the health and safety of children at the same
