Under radical Roy Cooper’s failed leadership, the North Carolina DMV hit 100% of its DEI targets but missed its road safety goals, according to a new report. Cooper appointed the DMV Commissioner in 2022. Despite Cooper defending the DMV’s performance, the department has been plagued with dysfunction.
“Roy Cooper spent nearly 40 years loyally pushing Democrats’ radical agenda in North Carolina, so it’s no surprise DEI ideology took priority over the safety of North Carolina drivers,” said NRSC Regional Press Secretary Nick Puglia. “From his botched hurricane recovery responses to his reckless DMV, Cooper failed North Carolinians, and they will hold him accountable in 2026.”

According to the 2024 Annual Performance Report (page 65), the DMV fulfilled its DEI goal entirely. However, it did not achieve full success in four other categories:
“Maintain fiscal responsibility”
“Make transportation safer”
“Improve the reliability and connectivity of the transportation system”
“Deliver and maintain our infrastructure efficiently and effectively”

The findings echo broader scrutiny of Cooper’s administrative record. During his time as governor, Cooper vetoed legislation that would have removed DEI programs from state government and has voiced support for DEI initiatives across sectors. His daughter has also worked in the private sector in a DEI-related role.

Cooper has faced criticism for his handling of disaster recovery efforts, including delays following Hurricanes Matthew and Florence. The North Carolina Office of Recovery and Resiliency, established under Cooper, has since been dismantled by his successor due to performance concerns.
[Cooper] vetoed multiple bills in 2023 and 2024 aimed at restricting gender transition procedures for minors and requiring local law enforcement to cooperate with federal immigration authorities.
Roy Cooper is a failed career politician who has spent nearly 40 years pushing the radical left’s ideology onto North Carolinians. Cooper:
- Raised taxes on North Carolina families across the board and opposed President Trump’s efforts to cut taxes on tips and overtime.
- Called President Trump an “existential threat to our democracy and our nation.”
- Failed North Carolinians recovering after Hurricanes Florence, Matthew, and Helene.
- Fought to keep DEI policies in North Carolina while his daughter promoted them in the private sector.
- Wants to force girls to compete against males in sports.
- Supports allowing males to use women’s bathrooms and spaces.
- Supports allowing children to undergo dangerous and permanent genital-mutilation surgeries.
- Supports sanctuary city policies that protect violent illegal aliens from deportation.
- Appeased pro-Hamas radicals in his Party and repeatedly refused to condemn the North Carolina Democrat Party’s anti-Israel resolution that accuses America’s ally of genocide.
