Julio Cesar Xocop-Vicente is a criminal illegal who killed 15-year-old Amber Paris in Charlotte, NC.

Thanks to Roy Cooper’s legacy of sanctuary city policies and his ally, Charlotte Mayor Vi Lyles, this criminal was allowed to walk free over and over.

Xocop-Vicente was convicted in 2023 for DUI and had a criminal record that includes assault on a female. But he was let go, and while Amber was still fighting for her life in the hospital, he was let go again before ICE could file an immigration detainer. 

Despite Cooper’s sanctuary city policies shielding this criminal illegal from justice, ICE successfully arrested Xocop-Vicente and took him off North Carolina’s streets. 

“Roy Cooper is a soft-on-crime radical who hates law enforcement and wants to prevent illegal alien rapists and murderers from being brought to justice. Cooper’s sanctuary policies have made North Carolina less safe,” said NRSC Regional Press Secretary Nick Puglia.
