Welcome to Roy Cooper’s Worst of the Worst Wednesday.
Marvin Ramirez Torres is an illegal from El Salvador who was arrested in Asheville, North Carolina and convicted of felony indecent liberties against a child.
But thanks to Cooper vetoing legislation that would ensure illegal child sex predators like Torres are kept behind bars, Torres—who had an ICE detainer—was released back into North Carolina’s communities by Cooper’s fellow Democrat allies despite his conviction.

Torres was let free just months after Cooper vetoed legislation requiring local sheriffs to cooperate with federal immigration authorities. Buncombe County Sheriff Quentin Miller—who followed Cooper’s orders not to cooperate with ICE—was appointed by Cooper to his soft-on-crime task force. Cooper also appointed Miller to the State Judicial Council to “help communities.”
Buncombe County Democrats even wrote a letter to then-Governor Roy Cooper thanking him for protecting criminal illegals like Torres and supporting Democrat Sheriff Miller’s refusal to honor ICE detainers.
Thankfully, ICE arrested Torres after he was released and took him off the streets.
“Illegal child sex predators like Torres were released from jail and let back into North Carolina’s communities as the direct result of Roy Cooper’s weak, soft-on-crime agenda. Cooper puts criminal illegals above North Carolinians’ safety,” said NRSC Regional Press Secretary Nick Puglia.
