The independent expert informed Wisconsinites yesterday that Senator Feingold’s Progressives United PAC is nothing more than a "legalized slush fund" because of its "shady marketing and highly questionable spending."

Since he launched his eighth campaign for political office, it has been revealed that Senator Feingold – Progressives United’s top beneficiary, set up the scam PAC to pad his own pockets.

Jossey pegs Progressives United as a group that took advantage of donors, citing a Milwaukee Journal Sentinel report from last summer that found Progressives United gave just 5.6 percent of its income to federal candidates and political parties. ‘In my opinion this PAC was nothing more than a legalized slush fund,’ Jossey said, arguing the group served as a place to "warehouse" top Feingold staffers and a means for Feingold to build an email list for a future campaign."

"Sen. Johnson’s campaign used its call to accuse opponent Russ Feingold of having political conversations as a State Department employee and having what they called a ‘legalized slush fund’ for his political staff when he wasn’t in office."

A campaign finance expert claims Democrat Russ Feingold used his political action committee as a “slush fund.” Feingold launched his Progressives United political action committee as an effort to fight the influence of corporate money in politics. However, Attorney Paul Jossey argues 95 percent of the money it raised went to purposes other than “pure political action.” Jossey said 95 cents out of every dollar Progressives United had went towards salaries and building a national fundraising system, rather than helping progressive candidates. “Progressives United belongs in the same category as some of the other PACs that I called out because of its shady marketing practices and questionable spending,” Jossey said Tuesday…

And as Feingold deals with allegations he violated the federal Hatch Act , questions about what conservative talk show host Vicki McKenna has dubbed the ‘Feingold Foundation’ abound. Among them, did Feingold use Progressives United to keep key people employed so they could seamlessly move over to his Senate campaign?…As Dan Bice of the Milwaukee Journal Sentinel first reported, only about 5 percent of the PAC’s contributions went to candidates or political parties. The rest of the money went to things like ‘building a list for Mr. Feingold’s future Senate run, warehousing some of his top political aides and other administrative expenses,’ Jossey said. ‘This is not the proper use of PAC spending,’ the campaign finance attorney said."

On a conference call hosted by the Johnson campaign Tuesday, a Washington, D.C.-based lawyer resumed the criticism. ‘In my opinion, this PAC was nothing more than a legalized slush fun,’ the lawyer, Paul Jossey, told reporters. He said the PAC directed only 5 percent of its funds to other candidates and committees."
