Why is Casey keeping $16,500 from Menendez?

This morning Bob Casey said he’s only giving back some of the money he received from corrupt Bob Menendez.

Casey has received a total of $26,500 from Menendez but said he’s only giving away $10,000 of it.

Why is Casey keeping $16,500 if he thinks Menendez’s money is dirty?
